Homeless Services

For those who find themselves homeless, HDC operates several programs to assist with temporary or permanent housing solutions. The program goal is to transition people to permanent housing and supply them with the skills and means to maintain permanent housing status. 

For all of HDC’s homeless programs, the individual or family must be literally homeless to be eligible. This means they have to be coming from a shelter, the streets, staying in a car or a place not meant for human habitation. “Doubled Up” or “Couch Surfing” does not count as homeless for our programs. HDC has the following programs:

 



Rapid Re-Housing Program


A rapid re-housing program for homeless individuals. All applicants must contact the Housing Resource Call Center for a referral.  If eligible, the tenant signs a lease in his or her name.  The rent is paid by the Human Development Commission.  The Human Development Commission pays the monthly rent to the landlord.  The tenant is responsible for any utilities that are not included in the rent.  Tenants may participate for up to 18 months.  The unit must meet payment standards and pass Housing Quality Standards and Habitability Standards inspections.




Homeless Re-Housing Program

A rapid re-housing program for homeless individuals and or families.  The tenant signs a lease in his or her name.  The rent is paid by the Human Development Commission.
