Advancements In Community Development

HDC and Miller-Valentine are partnering to develop a 49 unit single-family, affordable, lease-purchase housing project on a newly platted subdivision on the south side of Saginaw.  This project includes ten (10) 3-bedroom homes and thirty-three (33) 4-bedroom homes.  The project is located in an existing residential area, on a public (bus) transportation route, and within walking distance of an elementary school.  The project is in close proximity to area shopping, recreation, employment centers, as well as medical and other community service providers.

CARO THUMBODY EXPRESS

PURPOSE:  To provide safe transportation for senior citizens, children, the handicapped, and the general public. Without this service, these people would be unable to perform daily errands.

SERVICE AREA:  Indianfields Township, Almer Township, Village of Caro (special trips throughout Tuscola County)

SERVICES:  We provide curb service to residents of our service area, Monday through Friday from 7:00 AM until 6:00 PM, and on Saturday from 9:00 AM until 1:00 PM.

ELIGIBILITY:  Any resident of Almer or Indianfields Township or the Village of Caro.

REGIONAL TRANSPORTATION:  A reservation-based service is available between Caro and Saginaw for individuals needing access to medical, educational, employment, or social opportunities.

CASE COORDINATION AND SUPPORT

PURPOSE:  Case Coordination and Support is a single contact point for meeting health, social, emotional, and other needs for persons 60 years of age and older. Its objective is to help them maximize their independence and dignity in a home environment.

SERVICES:  These include: customer needs assessments; developing, implementing, and monitoring customer care plans; locating and arranging for customer-needed services; evaluating effectiveness and benefits of services; and assigning a single individual as case worker for each customer.

ELIGIBILITY:  Individuals must be at least 60 years old and have needs which may jeopardize independent living if such supportive services were not provided.

CENTER FOR DISPUTE RESOLUTION (CDRP)

PURPOSE:  This program provides mediation services to the general public as an alternative to, or in addition to, use of the court system.

SERVICES:  It provides a private, confidential, non-confrontational setting in which a mediator assists two or more individuals involed in a dispute to resolve their problems. Cases appropriate for mediation include property damage, neighborhood issues, consumer / merchant issues, business contracts, small claims, landlord / tenant issues, sibling or parent / child difficulties, and other disputes.

The CDR provides Agricultural Mediation for farmers and their creditors, to help them resolve farm-related issues ranging from credit and crop insurance to pesticide applications and wetlands issues. Counties served include: Alcona, Alger, Alpena, Antrim, Arenac, Bay, Baraga, Charlevoix, Cheboygan, Chippewa, Clare, Crawford, Clinton, Delta, Dickinson, Emmet, Genesee, Gladwin, Gogebic, Gratiot, Houghton, Huron, Iosco, Iron, Isabella, Kalkaska, Keweenaw, Lapeer, Luce, Mackinac, Macomb, Marquette, Menominee, Midland, Missaukee, Monroe, Montmorency, Oakland, Ogemaw, Ontonagon, Oscoda, Otsego, Presque Isle, Roscommon, Saginaw, Sanilac, Schoolcraft, St. Clair, Tuscola, and Wayne.

Other services include: Special Education Mediation, addressing issues between school personnel and parents of special students; ADA Mediation, involving the Americans with Disabilities Act; Permanency Planning Mediation Program, which provides mediation services in applicable child abuse / neglect cases in Sanilac County; School-Based Mediation Program, teaching mediation skills to students, parents, teachers, and administrators; and Victim Restitution Services.

ELIGIBILITY:  All individuals and businesses are eligible for mediation services, regardless of income.

SERVICE AREA:  Services are provided in the HDC primary service area of Huron, Lapeer, Sanilac, and Tuscola Counties. Agricultural Mediation is provided in those counties listed above.

COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP)

PURPOSE:  This program helps low-income individuals who are known to be vulnerable to malnutrition during critical periods of growth and development. It helps prevent the occurrence of health problems among these people, and generally seeks to improve their health status. CSFP provides nutritious foods to supplement the diets of women who are pregnant, postpartum or breast-feeding, as well as infants, children under six years of age, and persons over 60.

SERVICES:  Monthly distribution includes such USDA commodities as cereals, canned meats, fruits, juices, vegetables, peanut butter, dry beans, non-fat dry milk, evaporated milk, infant formula, cornmeal, honey, butter, egg-mix, rice, dehydrated potatoes, and pasta. Each participant receives approximately $50.00 worth of food each month.

ELIGIBILITY:  Those under 60 years of age must meet 185% of Federal Poverty Income guidelines. Those over 60 must meet 130% of the same guidelines.

SERVICE AREA:  Huron, Lapeer, Saginaw, Sanilac, St. Clair, and Tuscola Counties.

EMERGENCY SERVICES

PURPOSE:  To make food, shelter, energy, and miscellaneous emergency services available for those in urgent need, especially those without reasonable access to other resources to meet their needs.

SERVICES:  Food, shelter, energy, and special services, as available, in coordination with state, federal, and local funding, and community contributions.

FAMILY MATTERS

PURPOSE:  To promote family togetherness while cultivating a spirit of volunteerism in Tuscola County. Under this program, families vulunteer as units to provide helpful tasks for individuals and communities in the area, such as raking lawns, visiting and calling shut-ins, etc. For more information, call the Caro HDC office

GREAT LAKES RURAL COMMUNITY ASSISTANCE PROGRAM (RCAP)

PURPOSE: To help low-income communities deliver safe drinking water and sanitary wastewater treatment.

SERVICES: Provides training and technical assistance in seeking financing for drinking water, ground water protection and management, hazardous waste minimization, solid waste management, environmental education, and other services.

ELIGIBILITY:  A community must meet certain eligibility requirements related to population, income, and referral by the applicable funding agency. These requirements vary by program. After enrollment is completed, assistance is provided at no cost to the community.

HOUSING SERVICES

HOME WEATHERIZATION

PURPOSE:  To reduce heating costs for those who can least afford high energy bills (elderly and handicapped), and to promote public awareness of the need to conserve energy.

SERVICES:  Insulating, weatherstripping, caulking, installing storm windows and door sweeps, water heater wrap, furnace work, and minimal repair.

ELIGIBILITY:  Household income must fall under the 150% income guidelines, or a household member may be receiving public assistance. Both homeowners and renters are eligible (with landlord permission).

SERVICE AREAS:  Huron, Lapeer, Sanilac, Tuscola Counties.

SPECIAL CONDITIONS:  Services are provided on a one-time basis. Homes must be able to be effectively weatherized with the types of materials allowed by federal standards and within cost limitations as imposed by federal or state regulations.

COUNSELING

PURPOSE:  To help people find safe, sanitary housing.

SERVICES:  Our Hud-certified counselor helps individuals with: finding and obtaining housing; landlord / tenant problems; mortgage defaults; subsidized rentals / Section 8; emergency shelter; Michigan State Housing Development Authority (MSHDA) loans; HUD mortgage referrals; local neighborhood rehabilitation projects; applications for Rural Development (FmHA) loans and grants; and reverse mortgages for seniors. Also includes the Michigan Homeownership Counseling Network, under which our staff discusses planning, budgets, mortgage and property issues with customers who are low-income or first-time buyers.

ELIGIBILITY:  Anyone who is homeless, experiencing landlord / tenant problems, HUD mortgage-referred, MSHDA loan-eligible, or living in sub-standard housing.

SPECIAL CONDITIONS:  The Housing Counseling Program does NOT provide cash grants for customers. HDC housing counselors are aware of available programs to meet housing needs and can help customers apply for them.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)

Provides housing rehabilitation services to eligible households in Huron, Sanilac, and Tuscola Counties. Services include repair or replacement of furnaces, roofs, and other items, to bring them up to MSHDA Housing Quality standards. The HDC Housing department administers CDBG funds for a number of on-going programs for low-to-moderate-income homeowners, based on available funding.

PIP LOAN PROGRAM

These "Property Improvement Program" loans are available for up to $15,000.00 as MSHDA low-interest loans to qualified homeowners, in conjunction with local lenders. Interest rates vary from 1% to 10%, depending on income. Home improvements may include furnaces, insulation, painting, siding, roofing, windows, plumbing, electrical, kitchen or bath remodeling, and more. To qualify, individuals must be purchasing or already own their home and be able to show that it is at least 20 years old (newer homes qualify for more limited improvements), and have household income under $43,575.00. Available in Huron, Lapeer, Sanilac, and Tuscola Counties.

CROSWELL COUNTRY MANOR

This is a 32-unit apartment building for seniors and people who are handicapped. It is managed by HDC, with the Croswell Senior Citizen Housing Corporation as overseer. The project receives support from Housing and Urban Development and the Bureau of Community Services.

INFORMATION & REFERRAL

PURPOSE:  To help area residents locate information about providers of human services, such as financial aid, emergency food, family planning, counseling, and so on.

SERVICES:  Provides information on community agencies and resources, confidentially and at no cost. Also known as Community Action Information, Information & Referral is a telephone service designed for everyone's use. It is staffed by people who are trained to provide information that can help solve a specific problem, or who will simply listen to someone who just wants to talk.

ELIGIBILITY:  Information & Referral is available to anyone who seeks it out. There are no income restrictions.

SERVICE AREA:  Huron, Lapeer, Sanilac, and Tuscola Counties. Identifies resources for Thumb-area people in the four-county area. Also in adjacent metropolitan area, for services not available in the Thumb, and develops cooperative referral agreements.

SPECIAL CONDITIONS:  Caller may remain anonymous.

OUTREACH / INTAKE SERVICES

PURPOSE:  The Outreach / Intake staff conducts an initial assessment interview with new customers, helping to identify needs of the total family as well as the individual being interviewed. This helps low-income families alleviate poverty and move toward self-sufficiency. The Outreach staff also offers advocacy, group presentations, contact with other service providers for potential customer referrals, and a listening ear.

SERVICES: Outreach / Intake staff members interview all persons referred to HDC, provide information and referral to customers, act as customer advocates when necessary, and provide Intake and Assessment for other services (MSHDA, Senior Programs, Rehabilitation Projects, etc.). They also can help locate used clothing and furnishings, and sometimes help with holiday baskets and other special projects.*

ELIGIBILITY:  Outreach / Intake staff can help anyone. They will determine eligibility for HDC programs and make appropriate referrals to other human service organizations. NO cash grants are involved.

PLANNING

PURPOSE:  To assist in long and short-range planning, development and evaluation of HDC programs and projects, and to provide planning resources to other communities and human-service organizations.

SERVICES:  Census data, unemployment statistics, social and demographic information are available. Consulting, community organizing, program evaluation, and grant writing are provided by appointment. Services requiring greater time will be offered on an agreement or contractual basis.

SERVICE AREA:  Huron, Lapeer, Sanilac, and Tuscola Counties. Other areas are invited to make requests for general information.

SPECIAL CONDITIONS:  Each request for service is reviewed by the HDC Administrative staff to determine which services will be provided. Calls, appointments, or written requests should be directed to the Executive Director or Program Development Director. Requests will be handled as time and resources allow.

SENIOR SERVICES

ADULT DAY SERVICES

PURPOSE:  To provide older adults the opportunity for socialization and stimulating activity in a safe environment, and to offer respite for their caregivers.

SERVICES:  Include assistance with daily living activities, personal care, recreational activities, therapeutic memory exercises, low-impact physical exercises, nutritious food, transportation, family support services, referral, health maintenance services, and individual counseling.

ELIGIBILITY:  Customers are typically older adults with physical limitations, Alzheimer's Disease, dementia, depression, or the effects of stroke.

CHORE

PURPOSE:  To assist seniors who have no one to help them maintain their home's care.

SERVICES:  Perform major household chores, especially those concerned with health and safety. Examples include: cleaning cupboards; washing windows; trimming shrubs; installing storm windows and screens; shampooing carpets; waxing floors; washing walls; raking leaves; and more.

ELIGIBILITY:  Individuals who are 60 or older are eligible, with priority given to target groups.

SERVICE AREA:  Huron, Sanilac, and Tuscola Counties.

SPECIAL CONDITIONS:  Intended for major chores, not routine household tasks. Free service. Donation appreciated to support and expand program.

FOSTER GRANDPARENT PROGRAM

PURPOSE:  Provides older adults the opportunity to develop meaningful relationships with children who have exceptional or special needs. Adults and children (identified by a professional as being in need) work together five days a week, four hours a day.

SERVICES:  Foster Grandparents receive an hourly stipend and a nutritional meal daily, an annual physical exam, additional auto insurance and transportation allowance, orientation, and training. Benefits include allocations for illness and personal business consistent with HDC policies.

ELIGIBILITY:  Adults must be 60 or older and meet federal income guidelines (similar to poverty level). They must indicate an interest in children with special or exceptional needs, and must be able to relate to them. Although physical disability is not cause for ineligibility, adults must be physically able to withstand the demands of a five-day-per-week work schedule, year-round. They may not be currently employed, nor may they accept employment after enrollment.

HOME-DELIVERED MEALS (HDM)

PURPOSE:  To provide in each meal at least 1/3 of the dietary allowance recommended by the Food and Nutrition Board of the National Academy of Science - National Resource Council. For people who do not normally leave their homes. Temporary delivery may be provided after surgery or accident.

SERVICES:  Home delivery of nutritionally sound meals, for persons who are unable to prepare their own meals or attend a senior dining center. Donations are welcome, but not mandatory.

ELIGIBILITY:  

  1. 60 years of age or older, or the spouse of someone who is 
  2. Spouse of any age may receive HDM if it is determined that this would be in the best interest of the homebound person
  3. Recipient must be homebound
  4. Recipient must be unable to attend a senior dining center because of physical or emotional problems
  5. Recipient must be physically or emotionally unable to obtain food or prepare full meals.

HOMEMAKING

This service helps older persons who have functional limitations maintain a safe and healthy living environment. Services may include laundry, dusting, cleaning, errands, meal preparation, dishes, etc. It is offered in Huron, Sanilac, and Tuscola Counties for persons 60 and over. MICHIGAN EMERGENCY PHARMACEUTICAL PROGRAM FOR SENIORS (MEPPS)

Helps low-income seniors pay for prescription drugs, if those expenses are at least 10% of a single person's monthly income, or 8% of a married couple's income. Assistance is also available in applying for Michigan's Prescription Drug Tax Credit and for Medicaid. Offered in Huron, Sanilac, and Tuscola Counties. Call any HDC office for more information.

PERSONAL CARE

Helps seniors with the daily routine of personal hygiene that they may not be able to accomplish alone, such as bathing, grooming, dressing, and so on. Offered in Huron, Sanilac, and Tuscola Counties. Call any HDC office for more information.

RESPITE CARE

Essentially a companionship program for seniors, providing relief for those caregivers who may already be attending to the seniors' needs. Offered in Huron, Sanilac, and Tuscola Counties.  Call any HDC office for more information.

SENIOR CENTER STAFFING

In this program, HDC Senior Services staff helps with the coordination and development of educational activities, fundraising, and community involvement for seniors. This service is most often implemented through HDC's 19 Senior Dining Centers. Contact the HDC office in your county.

TAX COUNSELING FOR THE ELDERLY (TCE)

Funded by the IRS, this service is facilitated by HDC and trained volunteers. Seniors receive personal, one-to-one assistance in preparing and filing their tax returns, including electronic filing. Assistance is available throughout the year. Call any HDC office for more information

SENIOR DINING CENTERS

PURPOSE:  To provide a well-balanced, nutritious meal offering at least 1/3 of the dietary allowances recommended by the Food and Nutrition Board of the National Academy of Science - National Resource Council. Meals are provided in a group setting and are served at 19 different locations throughout the Thumb area.

SERVICES:  Senior Dining Centers provide nutritionally sound meals for older persons in a group setting. In addition to promoting better health among the older population through improved nutrition, the program is aimed at reducing social isolation. Donations are not mandatory but are encouraged. The program also offers the opportunity to maintain or improve physical and mental health through recreation, exercise, and educational enrichment. Overall, this service offers, food, fellowship, and fun.

ELIGIBILITY:  Persons must be 60 years of age or older, or the spouse of someone who meets this criteria.

THUMB AREA SENIOR NEWS (TASN)

PURPOSE:  TASN seeks to be an enjoyable source of information for seniors that they can call their own. (Of course, the general public is welcome to read as well).

SERVICES:  TASN provides regular information about: blood pressure testing dates, times and locations; HDC Senior Dining Center menu and activity schedules; Tri-County Council on Aging meeting information; articles of general interest on health, Medicare and Medicaid, fraud, safety, legislative issues, and more; human interest stories, poetry, and memories; and advertising of interest to all.

SERVICE AREA:  Primarily Huron, Sanilac, and Tuscola Counties. A total of 8,000 issues are mailed monthly to persons in these and other selected areas.

SPECIAL CONDITIONS:  Revenue to publish, mail, and purchase all supplies and services comes from advertising and subscription fees. Recipients are asked to convey a modest annual contribution to receive their monthly issue of TASN.

PURPOSE:  To convey older persons to and from community facilities such as the doctor's office, the pharmacy, or the hospital, to receive services, reduce isolation, and promote independent living.

THUMB AREA ASSAULT CRISIS CENTER (ACC)

PURPOSE:  Our Mission is to provide safety, support, and prevention services to victims of domestic and sexual violence, including access to information, available options, and community resources. ACC customers are treated with dignity, and their individual rights to self-determination are respected.

SERVICES:

• Accompaniment through the legal process

• Support Groups for domestic violence/sexual assault victims as well as children's support groups

• Assistance with filing for crime victim compensation

  • S.T.O.P. - partnership among HDC, prosecutors, law enforcement agencies, and victims' services. Thumb area assault crisis center staff provides assistance to victims of domestic violence and sexual assault

ADDITIONAL HDC SERVICES

EARLY HEAD START (EHS)

A federally-funded program offered through HDC that is designed for infants, toddlers, and pregnant women and their families. It is intended to enhance the healthy growth and development of young children and their families by providing the services, resources, and opportunities necessary for success in the home and the community. EHS is FREE to families in Huron, Lapeer, Sanilac, and Tuscola counties who are currently experiencing a pregnancy or who have children under three years of age. Services are extended to those who meet income guidelines and who have the greatest need. These services include: Home visits; center-based activities; parent support group; parenting class; referrals; and transportation. EMERGENCY FOOD PANTRIES

There are over 30 Community Food Pantries designed to fill temporary emergency food needs. We assist in coordination of these pantries in Huron, Sanilac, and Tuscola counties. HDC has a food pantry that operates during regular business hours. For more information, contact your local HDC office.

HOMEBUYER PURCHASE/REHAB

Essentially, this program provides down-payment and rehab assistance for home repairs required by an HQS inspection or a lender's stipulations. For those who meet income guidelines, up to $15,000 in help with repairs may be available through the Michigan State Housing Development Authority (MSHDA). In addition, up to $5,000 may be available for those who qualify to help with closing costs, down-payment, or principal reduction. For more information, contact your local HDC office.

INDIVIDUAL DEVELOPMENT ACCOUNTS (IDA'S)

In the formative stages as this is being written, the IDA program will help those who meet income guidelines with the purchase of a home, furthering their education, or starting a small business. The program revolves around the establishment of a savings account and match funds which will eventually be added to it. Contact the HDC office in your county.

MAGIC YEARS PRESCHOOL

Funded through the Michigan Department of Education, Magic Years offers a school-readiness project each year for 36 four-year-olds. Fifty-one percent of the students must come from low-income families, and all must meet at least two other Michigan Department of Education risk factors that indicate vulnerability to school failure. The program's goal, as the first step toward lifelong learning, is to address these factors and to prepare the students for a successful transition into kindergarten. MICHIGAN ENROLLS

HDC provides field counselors in Huron, Lapeer, Sanilac, and Tuscola Counties. Michigan Enrolls provides Medicaid customers with information about health care plans available in their area. This helps our customers choose the best plan for themselves and their families. We also provide enrollment into the health care plan of the customers' choosing.

HDC OCCUPATIONAL HEALTH AND SUPPORT SERVICES

This program provides such valuable services as driver's license evaluations, screening-assessment-referral-follow-up, prevention education, both DOT and non-DOT mandated alcohol and drug testing, urine drug testing, employer/employee supervisor trainings, Hepatitus B and TB tests, employee assistance programs, technical trainings, and consultations. RURAL DEVELOPMENT LOANS

These are USDA Rural Development 502 loans, which consist of a leveraged and subsidized loan packaged by HDC Housing staff. They are extended to those who meet income guidelines, in cooperation with local lenders.

SENIOR ACTIVITIES COORDINATION

Collaborates with other HDC Senior Dining Center services. Provides public presentations and pertinent training/technical assistance to staff, agencies, or

community groups and volunteers. Assists in planning, scheduling, and implementing special activities and trips for seniors, and in the overall monitoring and operation of the 19 HDC Senior Dining Centers in Huron, Sanilac, and Tuscola Counties.

T.H.A.W.

In this program, HDC processes applications and determines eligibility for those in need of heating assistance. Contributions are provided by utility companies and their customers, benefactors, and other programs such as Walk For Warmth. Contact the HDC office in your county.

An annual campaign sponsored by HDC, along with other state Community Action Programs, to raise money to help local citizens heat their homes. Contact the HDC office in your county.

WESTERN UNION

This service provides fast, safe, and convenient transfer of money or telegrams to and from local citizens. Services include money orders, telegrams, mail-a-grams, etc. Located at the Caro HDC office at 429 Montague Avenue, operates daily from 8:30 AM until 5:00 PM (one hour earlier in the summer).
