HDC’s Housing Services Department encompasses many various programs, most of which can fall under the categories of Homeowner Programs, Homebuyer Programs, or Homeless Programs. Most of these programs are offered in Huron, Lapeer, Sanilac, and Tuscola Counties, although some programs are county or city specific.
Guidelines and qualifications vary for each program; contact your local HDC office to determine which programs might best fit you.
Foreclosure Prevention offers free, confidential foreclosure prevention counseling to educate homeowners and assist them with various foreclosure prevention options for which they may be eligible. Foreclosure prevention is available to everyone who is behind or at risk of falling behind on their mortgage or property taxes. The Step Forward program may also be available to provide assistance to eligible homeowners.
HDC is a HUD-approved Housing Counseling Agency that uses HUD/MSHDA, NeighborWorks, and Chemical Bank funds to provide education and counseling services for homebuyers and homeowners in the “thumb” area.. HDC has adopted the National Industry Standards for Homeownership Education and Counseling, which is a set of guidelines for quality homeownership and counseling services that includes a Foreclosure Intervention Specialty.

Financial Capability Services are available to those working towards a MSHDA mortgage, Family Self-Sufficiency (FSS) or Key to Own (KTO) referrals, or Households that have endured a hardship which ultimately lead them to struggle with their mortgage as well as clients that may have transitioned out of their home due to foreclosure bankruptcy or other hardship. There are 8 different components to the Financial Capability which consist of Money Management skills, Developing a Spending Plan, Borrowing Basics, Consumer Protection & Rights, Banking Basics-Bank Services, Debt Reduction and Saving, Insurance and Long Term Planning, Healthy Homes and Homeownership. Foreclosure Prevention services may also be available to provide assistance to eligible homeowners.
Individual Development Account(IDA)
An IDA is an Individual Development Account. This program is designed for you to start a savings program. In the program you to get matching funds and assistance to aid you in becoming successful at either Home Purchase, your Education or starting your own business.

MSHDA Property Improvement Program (PIP) is available to homeowners and landlords of Huron, Sanilac, and Tuscola Counties. PIP loans may be used for most home repairs with the exception of luxury items and free-standing appliances.
Homeowner Rehabilitation Program is available for homeowners living in Huron, Lapeer, Tuscola, or Sanilac Counties to make home repairs such as new windows, siding, roofs and furnaces.
The Weatherization Program is designed to help eligible homeowners and renters control their energy costs by reducing the amount of energy consumed in their homes. Services may include improvements such as insulation, furnace repair, weather stripping, etc.

Homebuyer Education is a class to residents of Tuscola, Huron, Sanilac, and Lapeer Counties which teaches the process of purchasing and financing a home.
For those who find themselves homeless or at risk of becoming homeless, HDC operates several programs to assist with temporary or permanent housing solutions. The program goal is to transition people to permanent housing and supply them with the skills and means to maintain permanent housing status.
